(For those who don't know, a mesoscale discussion is "a short-term technical weather forecast (and nowcast) issued by the NOAA National Centers for Environmental Prediction (NCEP) national guidance centers", most notably the Storm Prediction Center.
The criteria for an MCD to be entered into the Hall of Fame include:
The mention of strong/significant/intense/violent/long-track tornadoes
If the message preceded a specific destructive/notable tornadic event
The mention of a derecho/major MCS/significant, long-lasting wind event
The mention of discrete/significant supercell development/supercells capable of producing tornadoes
The mention of a categorical/probabilistic outlook upgrade
The mention of a specific supercell/potential tornado (the "meso-gamma" MCD's, i.e. the one for the Bassfield supercell)
The mention of an environment supportive of tornadoes/significant storms
The mention of a potential/ongoing outbreak/severe event
Anything else I find interesting/cool in one of these discussions
